Read what organizations actually published, which consultation it concerned, and what the source can establish. Published submissions, reports of submitting, planned advocacy and survey results are different kinds of evidence.
This bounded index covers the 2022 Ministry consultation and 2026 Council Rules process. It is not a complete register of submissions received by government or Council. A verified document establishes the published position of its author. It does not establish that the position is correct, became law, or was accepted by a decision-maker.

IFB: a published response to the 2022 Ministry consultation
IFB preferred individual licensing for sellers of life and health products. It recommended disclosure aligned with life-insurance agents and asked the Ministry to consider direct and indirect compensation when designing limits and disclosures.
Evidence limit. This is an author-hosted submission document from 2022, not a response to Council’s 2026 draft rules. Government receipt, consideration and adoption of these recommendations are NOT CHECKED: no item-specific official receipt or disposition was available in the sources reviewed.

Advocis: a published response to the 2022 Ministry consultation
Advocis argued that life and health products require fully licensed advice. If included in restricted licensing, it recommended individual licensing, training and supervision, with plain-language disclosure of scope, product limits and compensation-related conflicts.
Evidence limit. These are the association’s recommendations, not findings that the law requires them. This is a 2022 Ministry submission. Government receipt, consideration and adoption are NOT CHECKED: no item-specific official receipt or disposition was available in the sources reviewed.

IBABC’s public memo says it is preparing feedback. Its listed issues include individual licensing, training and continuing education, disclosure, errors and omissions insurance, good standing, oversight and GAP.
Evidence limit. Preparing a submission does not establish that it was filed. This memo is not labelled here as a completed submission or a survey result. The final submission and Council receipt or consideration are NOT CHECKED: they were not established by the memo or reviewed Council pages.

ACTA’s April updates report that it submitted formal feedback and advocated an exemption for travel insurance. The April 24 update also directed readers to Council’s feedback form before the consultation closed.
Evidence limit. The verified fact is ACTA’s published report of submitting. These updates do not supply the complete submission. Its full wording and Council’s receipt, consideration or response are NOT CHECKED: no submission attachment or item-specific Council record was available on the reviewed pages.

The feedback link in ACTA’s April 24 update resolves to a closed form identifying the Restricted Insurance Agency Licence Rules. The accessible page provides neither the questionnaire nor results.
Evidence limit. SURVEY RESULTS UNVERIFIED. A closed consultation form is not a representative survey report. Response counts, sampling, questions, respondent mix and findings cannot be established from it. No numerical or industry-wide conclusion is drawn.

NCDA’s member-resources page describes member surveys generally. The reviewed page does not provide an RIA-specific questionnaire or results report.

Council record confirmation
Council’s consultation page records an April 27, 2026 close. Its implementation page says feedback is being reviewed. The consultation page describes providing feedback to voting members and, if they approve proceeding, sending amendments and consultation information to the Minister. It says submissions with verifiable contact information will be included in that package.
Evidence limit. NOT CHECKED applies to item-specific receipt, inclusion, consideration and outcome. The public pages were checked, but they do not identify the complete submissions received, verify receipt of each item above, or show how each recommendation was handled. The unpublished Council or Ministry package could not be confirmed. This is not evidence that Council ignored, refused or failed to consider a submission.

- The 2022 Ministry consultation and 2026 Council Rules consultation are separate processes. Earlier submissions are included as historical positions, not as responses to draft wording published later.
- Targeted public searches for CADA, RVDA of Canada, RVDA of BC and NCDA did not locate an attributable RIA-specific survey results report. The NCDA source and its limits are recorded above. An unsuccessful search does not establish that no survey or submission exists.
- The former CLHIA 2022 submission URL returned the organization’s homepage instead of a PDF, as recorded above. Initial Ministry-page and older government-PDF retrieval failures were retried with a second retrieval method and resolved. The Ministry consultation page is linked above; the older 2015 material remains outside this 2022/2026 index.
- Every gap above records a check and its limit. NOT CHECKED means the underlying record could not be confirmed, not that verification was skipped. A complete official submission register, releasable submission copies, survey instrument and results, and an issue-by-issue disposition would allow those limits to be revisited.
