18 PRESCRIBED BUSINESS CLASSES · ONE REGIME, DIFFERENT ECONOMIES

Who is inside the licensing net?

The regulation establishes 18 business classes, but it does not establish that each class experiences the same operating, employment, consumer or regional effect. Every class needs its own product map and evidence baseline.

01

WHO CAN FEEL A CHANGE

Look beyond the licence holder to the people and systems around it.

These are impact lenses to measure, not predictions that each group will be harmed.

Owner or operator

What part of today’s operating income is exposed, and what evidence supports the chosen burden?

See the licence, training, disclosure, fee, margin, product-access, and compliance questions that could change how your business earns and documents revenue.

Worker or family

How many jobs and families were included in the government’s transition and distributional analysis?

Translate a visible business shock into payroll equivalents under pressure while keeping the result separate from any prediction of layoffs, closure, or consolidation.

Lender or finance team

Where is the published analysis of financed principal, reserve, credit access, and borrowing-cost effects?

Model optional financed principal, reserve, and lifetime interest exposure with lender-specific inputs instead of treating a dealership revenue scenario as a banking forecast.

Insurer or provider

Which products or distribution agreements could change, and what continuity plan protects existing customers?

Trace underwriting, product authorization, training, distribution, claims continuity, and channel access by contract rather than assuming every product or provider is treated alike.

Consumer or family

What measured consumer outcome will determine whether this regime succeeds?

Compare transparency, price, product choice, claim continuity, and access without assuming that lower compensation automatically means lower prices or better protection.

Government or community

Where is the fiscal, employment, small-business, and regional impact analysis supporting the final design?

Separate compliance revenue from public benefit and test possible payroll, taxable-income, consumer-price, and regional-business effects with fully visible assumptions.

Compliance professional

Who will supply, accredit, inspect, and pay for the compliance layer, and what capacity will exist by day one?

Map the designated representative, training, E&O, recordkeeping, supervision, audit, technology, and vendor work that businesses must procure or perform before launch.

THE COMPLETE STATUTORY ROLL CALL

Eighteen classes without one-size-fits-all assumptions.

Each dossier begins with what the regulation proves, then separately states the practical and economic questions that still need evidence.

18 classes · each with product families, affected roles, an economic question and an answer owner.

PRESCRIBED CLASS

Construction equipment dealerships

  • Credit protection
  • GAP
  • Equipment warranty

Equipment deals can combine high principal, commercial credit, long service lives, and warranty revenue. The public record reviewed does not quantify the effect on project fleets or dealer support capacity.

What does the regime do to equipment affordability, financed principal, warranty access, and service employment?Open dossier →
PRESCRIBED CLASS

Credit grantors

  • Credit protection

Businesses that offer, arrange, provide, or facilitate credit can be pulled into a new insurance distribution layer when credit protection is incidental to that credit.

How many credit grantors are in scope, what products do they distribute, and what will compliance do to credit access and price?Open dossier →
PRESCRIBED CLASS

Customs brokers

  • Cargo

Cargo cover placed around customs work can become subject to a business-level licence and training system, yet the reviewed record contains no class-specific trade-flow analysis.

What delay, cost, or coverage effect was modelled for time-sensitive imports and exports?Open dossier →
PRESCRIBED CLASS

Deposit-taking institutions

  • Credit protection

Credit protection can sit inside highly regulated lending operations. The new intermediary layer must be reconciled with prudential, consumer, insurer, and internal bank controls.

Which existing controls were found insufficient, and what duplicated cost will the new layer add?Open dossier →
PRESCRIBED CLASS

Extraprovincial trust corporations

  • Credit protection

An extraprovincial trust corporation can face a B.C. distribution requirement on top of its home-jurisdiction and federal or provincial obligations.

How will duplicated licensing and supervision be avoided for firms already regulated outside B.C.?Open dossier →
PRESCRIBED CLASS

Farm implement dealerships

  • Credit protection
  • GAP
  • Farm implement warranty

Farm equipment protection supports expensive productive assets and rural service networks. No reviewed official record quantifies seasonal, agricultural, or rural access effects.

Could new cost or product friction reduce equipment protection, rural service capacity, or farm credit resilience?Open dossier →
PRESCRIBED CLASS

Freight-forwarding companies

  • Cargo

Freight forwarders coordinate multi-party, cross-border movements where cargo cover may be incidental to the shipment. Added handoffs can matter when goods are already moving.

What effect on transaction time, coverage continuity, and trade cost did government model?Open dossier →
PRESCRIBED CLASS

Funeral providers

  • Funeral services

Funeral services insurance is sold during sensitive planning decisions and may intersect with trust, consumer-protection, and professional obligations already in place.

What consumer-harm baseline and affordability analysis supports the chosen licence and product scope?Open dossier →
PRESCRIBED CLASS

Mortgage brokerages

  • Credit protection

Mortgage brokerages already operate within a financial-services conduct regime. Adding credit-protection distribution duties can alter advice, documentation, and transaction timing.

What overlap, borrower-cost, and broker-capacity analysis was completed for mortgage transactions?Open dossier →
PRESCRIBED CLASS

Motor vehicle dealers

  • Credit protection
  • GAP
  • Vehicle warranty

Vehicle dealers rely on F&I gross within thin-margin retail operations. Disclosure, licensing, product classification, and channel design may affect income, payroll capacity, financed principal, and consumer choice.

Where is the dealer-level analysis of profit, jobs, lender economics, consumer take-up, taxes, and OEM competitive neutrality?Open dossier →
PRESCRIBED CLASS

Peer-to-peer vehicle service providers

  • Rented vehicle

Platform-mediated vehicle access distributes selling, service, and risk functions across a provider, host, renter, and insurer. Responsibility cannot be inferred from a storefront model.

Who is the licensee and representative at each digital step, and what platform conversion work is required?Open dossier →
PRESCRIBED CLASS

Pleasure craft dealerships

  • Credit protection
  • GAP
  • Pleasure craft warranty

Marine retail combines seasonal volume, high-value financed assets, warranties, and specialized service. The reviewed official record has no B.C. marine-dealer economic baseline.

What seasonal, financing, warranty, and marine-service impacts were assessed?Open dossier →
PRESCRIBED CLASS

Portable electronics vendors

  • Portable electronics

The regulation reaches device counters and other vendors, not only finance offices. High transaction volume can multiply training, disclosure, supervision, and systems work.

What volume, retailer-size, frontline-training, and consumer-price analysis supports this class design?Open dossier →
PRESCRIBED CLASS

Transportation companies

  • Cargo
  • Travel

Transportation companies may touch cargo or travel insurance during operational transactions where speed, cross-border movement, and coverage continuity matter.

How many carriers are affected, and what operational delay or coverage gap could the transition create?Open dossier →
PRESCRIBED CLASS

Travel agents

  • Travel
  • Rented vehicle

Travel agents already sell protection in a regulated consumer transaction and have an existing restricted-licence transition. Systems, training, and continuity still need a dated path.

What will change for existing licensees, frontline advisors, travellers, and small tourism businesses?Open dossier →
PRESCRIBED CLASS

Travel wholesalers

  • Travel
  • Rented vehicle

Travel wholesalers sit upstream of retail agencies and can affect product, booking, and disclosure systems at scale. A change in one wholesale workflow can propagate to many sellers.

What wholesale-system, downstream-agency, and traveller-continuity effects were modelled?Open dossier →
PRESCRIBED CLASS

Trust companies

  • Credit protection

Trust companies already operate under financial-institution oversight. Credit-protection distribution adds another business and representative accountability path.

What distinct consumer-protection gap remains after existing trust-company and insurer supervision?Open dossier →
PRESCRIBED CLASS

Vehicle rental agencies

  • Rented vehicle

Rental coverage is offered in a fast, high-volume handoff that already demands clear customer choices. Training or systems friction can affect queues, staffing, and fleet economics.

What transaction-time, staffing, take-up, and traveller-protection effects were tested?Open dossier →
THE STUDY REQUIREMENT

Do not generalize an automotive finding across all 18 classes.

Automotive, RV and marine can support a mature first research vertical. Every additional sector still needs its own baseline, product map, legal classification, implementation cost and consumer-outcome definition.
